The aim of this project was to Scale the Impacts of USAID Resilience Programming Through Local Systems to develop economic opportunities in Northern Kenya. ACDI-VOCA contracted HACOF to support capacity development in the ten FCDC counties to improve enabling environment,  capacity development, Strengthening and aligning monitoring, evaluation, and learning (MEL) across the county and national levels.
