High poverty rates and recurrent shocks are driving many people in Horn of Africa into crisis year after year, resulting in human suffering, loss of life and livelihoods. Experience has shown us that each dollar spent on resilience yields nearly three dollars in development benefits and reduced humanitarian spending. HACOF is at the part of global movement along with donors to build resilience in the region. In partnership with governments, regional institutions, humanitarian and development partners, we are helping communities to minimize exposure, adapt, and recover quickly from inevitable shocks by making sound investments that contribute to resilience.
