Final external evaluation Degaan Bile – Breaking the climate conflict cycle in Galmudug

IOM Contracted HACOF to implement final external evaluation to address environmentally induced displacement and conflict while promoting climate-conscious conflict mitigation.

HACOF executed the study by;

• Identifying and addressing the environmental factors that contribute to conflict and displacement. This involved assessing and mitigating the environmental drivers of these issues.
• Establishing transhumance tracking systems in specific target locations to monitor and manage the movement of pastoralist communities and their livestock, reducing potential conflicts over resources.
• Strengthening dispute resolution mechanisms and natural resource management systems with an environmental focus. This aimed to enhance connections between locally recognized institutions and both informal and formal governance frameworks.
• Strengthening local ownership, equitable access to water infrastructure, and the establishment of water tariffs to support project sustainability. Conflict resolution efforts were also encouraged to maintain peaceful coexistence.
