HACOF supports governments and regional blocs to capitalize on opportunities under the African Continental Free Trade Area (AfCFTA), IGAD protocols, and World Trade Organization accession efforts. We assist with trade facilitation, customs modernization, and national single window development, while also supporting the design of investment promotion strategies and export development frameworks. Our work connects border markets and economic corridors through improved infrastructure planning, regulatory harmonization, and digital transformation in trade administration.

Through research and policy engagement, we advise ministries and private actors on deepening regional integration, diversifying exports, and positioning the Horn of Africa as a competitive trade hub.
