HACOF’s Governance, Institutional Capacity Support, and Technical Advisory Services portfolio is designed to enhance the performance, efficiency, and accountability of institutions and governance systems. We work with governments, private sector actors, development partners, and civil society organizations (CSOs) to strengthen organizational capacities, improve policy frameworks, and foster transparency and responsiveness across all levels of governance and service delivery.

Our approach is adaptive, participatory, and evidence informed, ensuring that reforms are contextually grounded and aligned with national priorities, regional strategies, and global frameworks such as the Sustainable Development Goals (SDGs) and the Open Government Partnership (OGP) principles.
