HACOF’s Digital Governance and Foundational ID Systems services strengthen the ability of governments and development partners to deliver secure, efficient, and inclusive digital public services. Our work ensures that digital transformation is people centered, interoperable, and aligned with legal, institutional, and operational realities. We help institutions design, implement, and scale foundational ID systems and digital governance frameworks that improve accountability, targeting, and citizen access to essential services.
Digital ID Feasibility and System Design: Conducting comprehensive feasibility studies to assess institutional readiness, infrastructure capacity, legal frameworks, and population needs, and providing technical guidance on system architecture, interoperability standards, and phased implementation strategies.
Inclusive and Ethical Registration Approaches: Designing and operationalizing registration strategies that reach underserved populations including women, youth, nomadic communities, IDPs, refugees, and undocumented individuals, while ensuring informed consent, data privacy, and compliance with national and international data protection standards.
Integration with Social Protection and Public Services: Supporting interoperability between foundational ID systems and service delivery platforms such as social protection registries, digital payments, and beneficiary verification systems, improving program targeting, reducing duplication, and strengthening accountability.
Digital Inclusion and Barriers Research:Conducting Applied research to identify social,legal, gender-related, geographic and institutional factors that limit access to digital ID systems, and using these insights to inform policy reforms, inclusive outreach strategies, and user-centered system design.
Awareness and digital literacy campaigns: Designing and implementing community driven information campaigns that promote understanding of digital ID systems, civil registration process, and digital rights, and delivering multilingual messaging through radio, community forums, mobile platforms, and cso partnerships to enhance citizen engagement and trust.
