Rural and Urban Development

HACOF’s Rural and Urban Development Practice supports governments, development partners, and communities in designing, implementing, and sustaining inclusive infrastructure and service delivery systems. HACOF contributes to strengthening urban resilience, improving rural productivity, and enhancing local economic development across diverse contexts.

Urban Infrastructure Planning and Management:

HACOF provides comprehensive support to urban development processes, including preparation of urban development strategies, spatial plans, and feasibility studies. We undertake detailed design work for roads, drainage systems, water supply, transport infrastructure, and market facilities, ensuring that urban investments are technically sound and climate-resilient. Our team supports municipal engineering units in managing urban upgrading projects and oversees the development of infrastructure asset inventories and lifecycle costing mechanisms. We also conduct urban mobility assessments, including nonmotorized transport (NMT) analysis, and apply environmental and social safeguards to ensure compliance with national and international standards

Rural Livelihoods and Local Economic Development:

In rural areas, HACOF contributes to integrated development planning that aligns economic opportunities with community needs and environmental realities. We conduct value chain and market assessments, support agricultural and pastoral livelihoods, and guide the development of rural infrastructure such as feeder roads, water systems, storage facilities, and market access points. We promote women’s enterprise development, facilitate empowerment platforms, and expand access to financial services to strengthen rural microenterprises and household resilience.

Climate-Resilient Infrastructure and Disaster Risk Reduction:

HACOF strengthens the resilience of rural and urban settlements by integrating climate considerations into infrastructure and planning processes. We conduct flood and drainage modeling for urban areas, design climate-smart infrastructure, and support communities in strengthening early warning systems and disaster preparedness. Our climate adaptation planning focuses on both rural and peri-urban areas, ensuring that communities are equipped to manage climate risks and recover from shocks.
