IRG contracted HACOF to implement an outcome survey aimed at promoting and facilitating inclusive economic growth in Somaliland and Puntland. The survey focused on evaluating the effectiveness of interventions in key economic sectors, including agriculture, fisheries, and renewable energy. By assessing the impact of these initiatives, the project aimed to identify successes, challenges, and areas for improvement to enhance economic opportunities for local communities.

In addition to sector-specific growth, the project also sought to strengthen the overall business-enabling environment by improving access to finance, refining policy and regulatory frameworks, and enhancing business development services. By addressing these structural barriers, the initiative aimed to create a more supportive ecosystem for entrepreneurs, small businesses, and investors, fostering long-term economic resilience.
