HACOF conducted a Longitudinal Performance Study on behalf of the Somaliland Development Fund (SDF) Secretariat to assess the higher-level outcomes and impacts of SDF interventions. The study evaluated the contribution of SDF to strengthening state-citizen relations, promoting equitable service delivery, and enhancing government capacity. Additionally, it aimed to identify lessons learned for potential future phases of SDF and other development programs in Somaliland. SDF 1 (2013–2018) focused on infrastructure development, while SDF 2 (2019–2024) emphasizes infrastructure rehabilitation and capacity building within Somaliland’s government ministries.
This study assessed the impact, sustainability, and effectiveness of SDF interventions, examining their role in state-citizen relations, service delivery, and capacity building within MDAs. It will also analyze the strengths, weaknesses, opportunities, and threats of the current SDF model in Somaliland’s political economy. Additionally, the study will document lessons learned to inform the potential third phase of SDF and other development programs in Somaliland.
