HACOF, in collaboration with the World Bank and the Federal Government of Somalia, was contracted to implement the first user satisfaction survey aimed at developing a national statistical system that is responsive to user needs and actively engages users in planning, governance, and monitoring. The project sought to assess data needs, user satisfaction with the current state of official statistics produced by the Somali National Bureau of Statistics (SNBS), and perceptions of key users regarding statistical products and services.
Additionally, it aimed to establish a framework for user-producer consultations, including mechanisms for soliciting regular feedback, facilitating dialogue, and incorporating user input into planning, implementation, monitoring, and evaluation processes.
