HACOF supported the Somalia Stability Fund (SSF) in conducting end-line evaluations focused on three key output indicators of the SSF program. Specifically, the assessment evaluated Output 3—”Increased government visibility and community engagement”—and Output 4—”Reduced community vulnerability to conflicts.” These evaluations aimed to measure the effectiveness and impact of SSF interventions in promoting stability, governance, and conflict reduction in various regions of Somalia.
As part of the assessment, HACOF evaluated several projects, including the CDD Horseed Bulsho Project implemented by CARE in the Sanaag region, the Wadahadal Project implemented by the Danish Refugee Council (DRC) in Sool, the Joint Galkacyo Peacebuilding Project led by Puntland Youth and Social Association (PSA) and the Centre for Peace and Democracy (CPD), as well as the Galdogob Project implemented by CARE.
Through these evaluations, HACOF provided critical insights into the effectiveness of community-driven development (CDD) and peacebuilding initiatives, highlighting key successes, challenges, and recommendations for strengthening governance, community resilience, and conflict mitigation efforts in Somalia.
