Local Governance & Citizen’s engagement

Provision of public opinion survey services for the United Nations Mission in the Republic of South Sudan (UNMISS)
Public opinion surveys are an important element in helping the UNMISS Communications and Public Information Section (CPIS) to identify the expectations, needs, and attitudes of the local population. Such information can enable CPIS to better understand political and security developments on the ground and to respond to them in the context of mandate implementation and the Mission’s approach to strategic communication. They also inform Mission-wide strategic and operational decision-making. UNMISS has previously found it challenging to conduct perception surveys as participants were reluctant to answer questions about their opinion of the organization put directly to them by UNMISS personnel. HACOF was contracted to conduct public opinion polls to help the Communications and Public Information Sections (CPIS) to identify expectations, needs and attitudes of the local population within South Sudan. With specific objectives to measure the attitudes and perceptions of the South Sudanese people regarding humanitarian, political and security situation; to measure the attitudes and perceptions of the South Sudanese people towards the mandated role of UNMISS.
