Third-Party Monitoring and Evaluation

HACOF conducts Third Party Monitoring (TPM) through site visits, data collection, and use of call-centres, to monitor the performance and verification of progress of projects. Our long-standing experience in TPM provides independent ‘eyes and ears’ on the ground. By effectively measuring performance, our TPM services contribute to new project designs, sector and country portfolio strategies, and to broader strategic revisions that contribute to maximizing development and improved service delivery to beneficiaries. Our TPM work enables our clients to understand what works and what doesn’t on real-time basis prompting adaptive programming, continuous improvements, and better results overall through collaboration, learning and adaptive management (CLA) framework. Our experience has helped us adapt to dynamic and complex challenges in the region while at the same time continuously delivering innovative and sector leading TPM services. We have been able to safely and responsibly access and monitor development interventions in hard-to-reach areas that donors and development partners cannot reach. Our ability to access and operate in conflict and high-risk areas is due to; well established local presence; strong relationships with stakeholders; and awareness of the local sensitivity issues.

HACOF provides expert, utilization-focused evaluations that help organizations change their way of doing work. We design evaluation strategies for organizations through; developing theories of change, identify evaluation priorities and questions, design data collection tools, and conduct evaluations (baseline, mid-line and endline) in a timely manner as per project timelines.
